Built me a new PC about 2 months ago and for the life of me haven't been able to get the flicker resolved. For me, I describe it like someone is behind my monitor with a strobe light and its bleeding through. But its random and not something I can reproduce at will.
WebbWell this gave me screen tearing. Just yesterday I realized my Windows display setting actually reverted to 60Hz when I switched cards, and like an idiot I forgot to check it. So I set refresh to 144 and it's all good now. It also explains why games looked so shit even though the settings were high. Not sure if this could be your issue.
